A video clip shows the sign being torn from the wall of a shopping centre and falling on top of a woman, 59, as she walks on a pavement in Novokuznetsk.
Miraculously, she was alive but unconscious and had sustained neck and spinal injuries.
Locals rushed to lift the metal sign to free her from the weight.
Mayor Sergei Kuznetsov said she was undergoing surgery today.
More footage showed the moment a tree was uprooted in the winds gusting to 82mph crashed onto a Lada Granta car.
A man, 58, and woman, 60, on their way to a funeral died from the dramatic tree fall.
Two more occupants of the car, a woman, 71 and man, 72, were freed after the smashed roof of the vehicle was cut off.
They were rushed to hospital for treatment.
In total four died in the Novokuznetsk hurricane, according to local reports.
Elsewhere in the city and surrounding Kemerovo region the roofs of blocks of flats were ripped off by the force of the wind.
Electricity was cut as high-voltage electricity lines were blown down.
There were interruptions to water supplies.
The carnage was continuing today and residents were ordered to stay at home.
Locals were told: “Please do not go outside, do not let children go alone, do not leave cars near buildings and trees, and do not walk under roofs.
“Do not try to eliminate the consequences on your own until the end of the disaster; this is very dangerous.
“Take care of yourself and be patient.”
