He issued the appalling instruction amid a show trial of two women in their 20s accused of undergoing breast enlargements by a backstreet surgeon.
Communist Party members in Sariwon – scene of the trial – were ordered to conduct physical examinations of women suspected of getting breast enlargements.
The fear, apparently, is that women have “become tainted by bourgeois customs” and are “engaging in rotten capitalist behaviour”.
Women are to be hauled to hospitals for inspection – and strict punishments have been threatened for those found with implants, according to South Korean news outlet Daily NK.
Breast enlargement is illegal in North Korea, but there has been a growing interest from women seeking backstreet procedures.
Two women were paraded on public trial last week after allegedly getting boob jobs – along with the doctor accused of carrying out the surgery.
He reportedly dropped out of medical school and turned to the world of illegal implants – but was caught offering plastic surgery in an undercover sting on his home.
Silicone implants imported from China, surgical instruments and wads of cash were presented as evidence in the trial.
The women are being publicly humiliated in the well-publicised case – presumably to put off other North Korean women from seeking the procedure.
Prosecutors said: “Women living in a socialist system have become tainted by bourgeois customs and are engaging in rotten capitalist behaviour.”
The two women claimed they underwent the surgery to improve their bodies, but the judge dismissed this.
He said of one defendant: “She had no intention of being loyal to the organization and group, but was obsessed with vanity and ended up becoming a poisonous weed that was eating away at the socialist system.”
It also came out during that trial that the public security department had already begun conducting public examinations of women suspected of receiving breast implants.
A plan was forged for neighborhood watch leaders to identify women with noticeable physical changes, and then take them to hospitals for examinations.

A source with knowledge of the proceedings told Daily NK: “Among the residents who watched the trial, there were voices of criticism such as: ‘Doctors do all kinds of things for money.’
“But at the same time, there were also sympathetic comments such as: ‘Isn’t he doing such things because he has no way to make a living?’”
Breast enlargement reportedly surged in popularity in North Korea this summer.
Pyongyang’s public security department announced a “crackdown order” on July 13 until the end of September 2025.
An oral surgeon was arrested in July for allegedly performing two botched breast enhancement procedures on a woman in her 30s from the city’s Notong River district.
A task force has been set up with the aim of “eradicating anti-socialist acts” and has been given the express purpose of catching offenders.
Female officers have reportedly gone undercover posing as patients in home clinics to catch doctors and their clients.
