Three people have been reported dead, including a 41-year-old woman and an eight-month-old child.
Two teenagers – a 15-year-old male and 17-year-old female – were also wounded after being shot at in the arm.
Local police said officers near Centennial Park spotted two groups of people getting into an altercation before the teenager opened fire.
An 18-year-old man, who is believed to have been in one of the groups, was also killed.
A 16-year-old has been arrested on suspicion of the shooting but is yet to be identified.
Social media posts showed a heavy police presence at the scene.
The police returned fire, but did not hit the suspect, they said.
One local, who witnessed the attacked, posted: “I live next to there! I was outside, heard like 6-7 shots and nonstop cops racing down.
“Drove around to see and saw cops with guns looking for someone.”
West Valley City Police Department said: “There has been a shooting at WestFest, which was underway at Centennial Park.
“Several people are hurt. PIO is en route. Media: standby for staging.”
There have been 156 such mass shootings in the US so far this year.
Just last week, gunfire broke out near the “No Kings” march leaving one person dead.
The demonstration was attended by at least 10,000 people in downtown Salt Lake City, Utah, on Saturday night.
The 39-year-old man was struck in the crossfire between security and a man identified as Arturo Gamboa.
Witnesses claim Gamboa was armed with an AR-15 and was shot once by a person acting as security.
Those attending the demonstration, including reporters and photographers, were alerted to the incident by officers shouting “Gunman!” and “Man with rifle”, according to The Salt Lake Tribune.
